I intend to bring that same thoughtful, disciplined approach to city government.</h5>For those who don't know me, my connection to Newport Beach goes back more than 50 years.In 1972, my father helped bring Pacific Life from Los Angeles to Newport Beach and later played a key role in the development of PIMCO. He was also instrumental in establishing the Hoag Foundation. Long before I understood what any of that meant, I was growing up here, learning the values of service, community, and giving back.I started fifth grade in Spyglass Hill, attended Corona del Mar High School, served as class president, earned straight A's, and set a two-mile track record that still stands today. Those experiences taught me the importance of hard work, discipline, and leadership.After graduating from CDM, I attended Harvard University, where I captained the cross-country team. It was an honor to earn the trust of my teammates and learn what it means to lead by example.<h5>But Newport Beach was always home.</h5>I returned to California to attend the University of California, Irvine, where I spent nine years completing medical school and orthopedic training. During medical school, my classmates elected me student body president, and together we successfully advocated for improvements that benefited every student. It was an early lesson that good leadership begins with listening, identifying problems, and bringing people together to solve them.Following additional specialty training in Texas and Colorado, my wife and I made the decision to return home to Newport Beach in 1998. For the next 24 years, I had the privilege of caring for thousands of patients as an orthopedic surgeon at Hoag Hospital. I served twice as Chairman of the Department of Orthopedics, held leadership positions within Newport Orthopedic Institute, and helped establish governance structures for a new orthopedic specialty hospital in Irvine.Beyond my medical career, I have always believed in giving back to the community that has given so much to me and my family. For nearly 20 years, I volunteered as the team physician for Corona del Mar High School football, spending countless Friday nights on the sidelines helping keep our student-athletes safe. BY ANDY GERKENThe rampant criminal activity that occurred over the July fourth weekend demands a careful and serious review. Mayor Lauren Kleiman described the lead up to the civil unrest by saying “I was there and can honestly say it was the most calm and orderly summer holiday weekend we have seen in years”. Really? Perhaps a more accurate and insightful observation was provided by City Manager Seimone Jurjis in the Orange County Register when he said, “we are doing mental gymnastics to figure out exactly what is spurring the influx to Newport Beach, Is it the taunting of “Not in Newport” he said, referencing a recent campaign by Mayor Lauren Kleiman on the city’s Instagram account.”Residents may not be aware that Mayor Kleiman used thousands of hotel tax dollars to produce a stylized video of herself depicted as Dorothy from the Wizard of Oz, replete with ruby slippers. The video also included substantial use of official police body-cam and dash cam video of arrests. Our officers were shown saying; “Not in Newport,” The cost to script, shoot, edit and produce this video has not been disclosed. While it has since been removed, the video was posted on Kleiman’s campaign website used for political fundraising.Presumably, the video which Kleiman showed in her community forums was designed to discourage disruptive behavior by holiday visitors. It clearly was not successful.Rather than vanity videos, perhaps we should have invested in a police intern to monitor social media to be better forewarned about potential disruptions.Our police officers did an outstanding job in responding to an out-of-control situation. The latest verbal battle between the council and the citizens (the question as to where to locate the city’s police station), has so far resulted in two new candidates throwing their hats in the ring for City Council.And these are not just any candidates; they are both highly regarded members of the community. One is author and Harvard Law School graduate Walter Stahr, and recently retired medical doctor Dr. Andy Gerken.The present council persists in its desire to locate a new police station and parking area in the Civic Center Park, a popular location for families.The park was promised to the community in exchange for acquiescing to the construction of the extravagant Civic Center. It would seem that promises made by one council should be adhered to by those elected in the future.The construction of the police center in the park is the second unpopular decision of major concern to the residents of Newport Beach. The issue of the construction of the Surf Park in the city’s only public golf course is still an ongoing issue contrary to what many citizens of Newport Beach think.Evidently gathering thousands of signatures against the surf park was not sufficient to change the outcome of the decision as there are still ongoing negotiations taking place.The frustration of the residents of Newport Beach may soon be alleviated by the upcoming council elections.There will be a debate between councilman Noah Blom and former mayor Keith Curry regarding the placement of the police station coming up at the Speak Up Newport meeting on May 13.Also, what may come as a surprise to residents is that Noah Blom has thrown his hat into the ring for Congress in the 42nd District. <h4>Newport Beach Council Decisions Ignite Community Frustration and New Candidates</h4>

BY ANDY GERKENIn 1978, Howard Jarvis and Paul Gann developed Proposition 13. For nearly 50 years, it has protected homeowners from being taxed out of their homes. When it was proposed, many political leaders opposed it and tried to keep it off the ballot. Fortunately, they failed.It’s a good thing the current Newport Beach City Council was not around then because they are engaged in the same efforts to block the right of citizens to vote on critical issues.Our city charter requires the General Plan to be submitted to the voters if it authorizes certain levels of development. The council went to court to overturn this voter requirement. They were successful, and the General Plan they ultimately adopted authorized thousands of new housing units, along with high-rise, high-density development.Newport Beach voters had enacted the Greenlight Charter amendment that required a vote on major development projects. The council’s General Plan strategy pre-approved high-rise projects and effectively circumvented the right of the people to vote under Greenlight. I am concerned that the prospect of high-rise development on this parcel is driving the council’s decision to relocate the police station/jail to Civic Center Park.Newport voters enacted a charter amendment to require a vote on debt more than $50 million. The council appears to be planning to use proceeds from the sale of appreciating public real estate assets to avoid this voter approval requirement. In my view, this approach reflects the reality that voters would never approve more than $50 million in debt for a police station/jail in Civic Center Park.More recently, the city relied on technical reasons to reject three citizen initiatives, despite petitions that appear to have gathered sufficient signatures to qualify for the ballot. These measures would increase transparency by limiting the use of “Ad Hoc Committees,” strengthen term limits and provide for district elections. These are important issues that voters deserve the opportunity to decide.Our city is being run by a political machine, and they are working overtime to keep the voters from holding them accountable. The election in November is about protecting your right to vote from those who would take it away. FOR IMMEDIATE RELEASEJuly 28, 2026Contact: Cyrus Vong, <a href="mailto:cyrus@gerkenfornewport.com">cyrus@gerkenfornewport.com</a>Newport Beach, CA – The July 28 City Council meeting will be known as the date the city drops all pretense about “studying multiple sites” and makes significant financial commitments to move forward on the Civic Center Park location despite overwhelming public opposition.The $1.5 million allocated for initial studies has morphed into a $12.45 million contract to design a police station/jail sited at the park. Buildings are designed for the place they are located, and it is wasteful to design before picking the site.An additional $346,000 contract is being approved to prepare an Environmental Impact Report, once again just for the park site. No fiscally responsible government does an EIR for a site unless it is the chosen location.The most offensive contract is for $315,000 to hire a public relations firm to convince residents they are wrong and to build support for the park idea. Given the park location will be a major issue in the election, it amounts to yet another expenditure of taxpayer dollars to support those incumbents like Lauren Kleiman and Erik Weigand who support putting the jail in the park.Also on the agenda is a term sheet with the OCTA that compels the city of Newport Beach to fund the construction of a new transit center. This is without any decision as to the location, size, cost or operational viability of a new site. It is a blank check for more than $15 million driven by Lauren Kleiman’s efforts to free up the Santa Barbara St. location for high rise development. The city is already in a long-dated escrow for $11.5 million to buy a strip mall at the airport that is miles away from the destination of the 140,000 annual riders who use Avocado. This is a massive level of wasteful government spending being driven by the council majority.Finally, the Police Station Advisory Committee eliminated funding and staff time to evaluate using the current site. After the vote, it was revealed that one of the citizen members, Tom Maloney, had been actively trying to block comments on Nextdoor by opponents of the park site. All applicants were quizzed about their ability to be impartial, and Mr. Maloney either misled the interview committee, or more likely was selected because of his support for the park site. He should resign. Councilmember Sara Weber was also caught blocking citizen comments as well.The council majority is spending tens of millions of tax dollars to run roughshod over the will of our residents.
